Installed prices: equipment, labor, line sets, standard electrical, commissioning. Quotes far below the bottom of a range got there by cutting something, and the something is usually invisible until February.
The housing stock does the pricing

A single-family in Burncoat, oil boiler aging out, no usable ducts. The load calculation lands at 3.5 tons across a multi-zone layout, quoted at $22,500 gross.
Going whole-home, the per-ton math reads $9,275 and the cap trims the rebate to $8,500. Net: $14,000. On the partial path, keeping the boiler in service, the rebate drops to $3,938 and net climbs to $18,562. The $4,562 difference between those bottom lines is the program paying for full electrification, and it is worth staring at before deciding the old boiler has sentimental value.
Line items that surprise people
Electrical service is the big one. Worcester's older stock often runs on panels that predate electrified heat, and an upgrade adds $1,500 to $4,000 depending on the service. Good shops flag it at the site visit; bad ones let it arrive as a change order.
Condensate handling is small money preventing real damage: every indoor unit makes water, and the water needs a freeze-proof route out.
Old-system removal varies. Draining and hauling an oil tank out of a Quinsigamond Village basement is its own line item, included in some quotes and quietly absent from others. Ask in writing.
